Job Description

  Technical Supervision of NEQAS
1. 30% To provide technical supervision of the RITM NEQAS Office, oversee annual PT programs under the RITM NEQAS program, ensure provision of updated program and technical information to stakeholders; address and lead troubleshooting activities for participant concerns, and manage day-to-day operations of the Office.
2. 15% To manage the Technical Working Group (TWG) for the integration of the National External Quality Assessment Scheme (NEQAS) program secretariat of RITM.
3. 15% To represent the RITM NRLs to DOH Committee on NRLs, Office of Health Laboratories, FDA and ARTA meetings in the absence of or as assigned by the Division Chief.
4. 10% To coordinate with LRD QT regarding implementation of Quality Management System (QMS) and other QA related activities.
5. 10% To perform other pertinent tasks as directed by the LRD chief.
  Additional Technical Responsibilities
6. 10% To provide technical support to the In-Vitro Diagnostic Medical Devices (IVDMD) Evaluation Program Secretariat.
7. 10% To provide technical support to the LRD Division Secretariat supporting the various TWGs like Food and Waterborne Borne Disease (FWBDs), Neglected Tropical Diseases (NTDs), Laboratory Standards, and others.

Qualifications/Requirements

Minimum Qualification Standards (per Civil Service Commission Quality Standards Manual);
     Education: Bachelor’s degree in Medical Technology or Bachelor of Science in Public Health.
     Experience: Three (3) years of relevant experience.
     Training: Sixteen (16) hours of relevant training.
     Eligibility: R.A. 1080.
Additional Qualifications Relevant to the Position;
     Education:
     Experience: Knowledge and experience in government processes and transactions, regional and international Trends in laboratory practices related to quality assurance (e.g. WHO and other EQA programs); Experience in managing and supervising individuals and groups of people; Experience in drafting policies, guidelines, and/or technical reports; Experience in logistics management, budgeting, planning, data analysis, monitoring and evaluation; Experience in coordination work for national or international programs; Experience in coordination with courier services, manufacturers, suppliers, and distributors; Experience in leading and/or handling national EQA programs; Experience in Organization of trainings and workshops; Experience in impact evaluation is a plus; Experience in Establishing databases and data management systems is a plus.
     Training: Relevant training in ISO 9001:2015 or any of the following: ISO 15189, ISO 17043, or ISO 17025.
                          Relevant training on EQA and biosafety/biosecurity/biorisk management.
