Job Description

10 % - Act as the process owner for the agency’s software development lifecycle;
10 % - Manage software development project and assures that applications are deployed in accordance with the proper release and change management procedures;
10 % - Recommend the acquisition additional resources (human and material) for the successful delivery of systems applications;
10 % - Ensure that requirements are properly elicited, and transformed into tasks that system developers can understand;
10 % - Prepare, and indicate the versions of the various drafts of the ICTO strategic initiatives including but not limited to the proposed MITHI, ISSP, Agency strategic programs, ICTO projects, etc. Analyze ICT related project budgets, proposals, TORs and Scope of Work and ensure that they are fair and transparent and conforms to all applicable laws, rules and regulations;
10 % - Provide the necessary reports for project progress of systems being developed, and communicate all risks and issues encountered.
5 % - Recommend policies and procedures which need to be promulgated for the use of mission critical applications being developed or about to be deployed;
5 % - Manage all communications for downtimes, deployments, system upgrades, and enhancements made for the agency’s systems;
5 % - Define the appropriate technology to use for collaboration of the systems developers, and ensuring the integrity and versioning of code repositories;
5 % - Develop a configuration management framework to ensure that strategy and project documents are stored, and their correct versions are properly identified;
5 % - Audit compliance of the entire organization to ICT policies especially those related to information security, and data privacy.
5 % - Perform such other duties as may be assigned to him or her.

  • Copy of previous appointment for TESDA applicants or applicants from other government agencies;
  • Accomplishments/Achievements done during the last three (3) years to be endorsed by the Head of Office;
  • List of at least five (5) references with complete contact details and email addresses for the following categories: (Superior, Peers,  Subordinates (if applicable) and Clients (if applicable))
  • Certified true copy of transcript of records/diploma;
  • Authenticated copy of Eligibility by CSC or PRC;
  • Certificate of Completion on TESDA’s Online Course entitled “Practicing COVID 19 Preventive Measures in the Workplace”;
  • Awards related to Performance (proof of evidences in the form of citation, medal, plaque, for awards/rewards received) (if applicable);
  • Expert Services (Resource Person/Speaker/Moderator/Panelist) (if applicable); and
  • Committees/ TWGs Participation (proof of evidences in the form of memorandum, office order, and/or certification/certificates) (if applicable)
