Job Description – HR and Administrative Officer
I. HR Administration: Manages the human resources of the unit.
a. Oversee and manage a performance appraisal system that drives high performance
i. Participates in performance review of UDKCI’s staff nurses / technicians / support staffs
ii. Consolidates and summarizes staff performance evaluation twice a year
b. Perform duties such as review job descriptions, job postings, and promotion and hiring analytics
c. Maintain pay plan and benefits program
i. Prepares attendance report (processing of downloaded biometrics report to include night differential and overtime) and submits to Finance Assistant for payroll
ii. Monitor and process leave applications
iii. Facilitate SSS, Philhealth, Pag-Ibig transactions for all staff and ensure compliance
d. Ensure that all staff have updated contracts
e. Implements UDKCI Company Policy
i. Provide counseling and support on policies and procedures
f. Creates non-nursing staff shift schedule - weekly. Works with Head Nurse on nurses’ schedule
g. Responsible for maintenance and upkeep of all employee 201 files
h. Ensure compliance with legal, DOLE regulations
i. Provides initial orientation for new UDKCI staff.
j. Participates in education, training and development.
i. Facilitates and coordinates in-house lectures for the units’ staff to enhance their skill and knowledge expertise.
k. For staff recruitment: Advertises job vacancies, filters applications to be forwarded to HR Head and Medical Director, schedules interview with applicants and panelists, participates in the interview, conducts character reference check on shortlisted applicants to be provided to the HR Head for approval, and provides list of requirements to the chosen candidate.
l. Staff training: create, implement, and manage onboarding plans
II. Administrative
a. Prepares overall update and monthly report, regularly for:
i. President’s Report (including consolidating reports from cashier, PhilHealth officer and purchasing officer to prepare the revenue report)
ii. Medical Director’s Report
iii. HR report
iv. DENR quarterly self-monitoring report for the two UDKCI units (in coordination with corresponding Head Nurse)
b. Third-party collaboration
i. Coordinates and communicates to suppliers and medical representative
ii. Communicates with other government agencies such as DENR, DOH, etc. (For the 2 UDKCI Units)
iii. Oversees Clean Haul/waste contractor services and hazardous waste monitoring (including monitoring of annual MOA renewal).
c. Attends meeting and function mandated by affiliated institution.
d. Other external administrative matters, as deemed necessary
e. Ensures documentation of Staff Meeting Minutes
f. Reports incidents, accidents, and unusual occurrences in the unit directly to medical director and/or to respective management officers.
g. Manages conflict effectively utilizing appropriate resources.
h. Maintains positive, professional interpersonal relationships with patients and their families, co- workers and other members of the healthcare team.
