Job Description

• Ensure the effective operation, maintenance, and performance of the establishment’s environmental management systems and facilities, including but not limited to:
o Air Pollution Control Devices as outlined in DAO 2000-03
o Hazardous Waste Storage Areas (permanent or temporary)
o Solid Waste Management Facilities, such as Materials Recovery Facilities (MRFs), sanitary landfills, and composting units
o Environmental Monitoring Devices, including Continuous Emission Monitoring Systems (CEMS), air quality monitoring stations, effluent flow meters, and groundwater monitoring wells
• Oversee the proper offsite disposal of hazardous waste, ensuring compliance with regulatory requirements:
o Each transport must be covered by a valid Permit to Transport
o A Hazardous Waste Manifest must be completed and signed by both the transporter and the Treatment, Storage, and Disposal (TSD) Facility
o A Certificate of Treatment (COT), signed by the TSD Facility, must be obtained
o Submit copies of the signed manifest and COT to the concerned EMB Regional Office, as mandated by DENR Administrative Order No. 2004-36
• For entities acting as hazardous waste transporters, ensure that all transport vehicles are properly operated and maintained
• For entities operating as TSD Facilities, ensure the proper operation and maintenance of waste treatment, storage, and disposal systems
• Support compliance monitoring of environmental requirements as specified in:
o The Environmental Compliance Certificate (ECC)
o The Environmental Management and Monitoring Plan (EMMP) or Environmental Performance Report and Management Plan (EPRMP)
o Ensure all findings are reported in the Compliance Monitoring Report (CMR)
• Assist in the timely and accurate submission of CMRs and Self-Monitoring Reports (SMRs), duly completed and signed by the Pollution Control Officer (PCO), certified correct by the Managing Head, and notarized
• Address client concerns related to environmental compliance, including but not limited to:
o PTT (Permit to Transport) applications
o SMR and CMR preparation
o Hazardous Waste Generator ID applications
• Actively participate in multi-partite monitoring team (MMT) activities and meetings
• Serve as the primary support for clients requiring environmental compliance services
• Conduct regular monitoring of hazardous waste storage and disposal processes
• Perform other duties as may be assigned by the Department Head

Qualifications/Requirements

Must be a graduate of Environmental Science, Environmental Engineering, Chemistry, Forestry, Geology, Environmental Planning, or a related course with relevant environmental background or training.
Completed trainings as Pollution Control Officer (PCO) Training
With at least 1 to 3 years of experience in environmental compliance, audit, or coordination with regulatory agencies such as DENR, EMB, LLDA, and local government units.
Must be familiar with Philippine environmental laws including the Clean Air Act (RA 8749), Clean Water Act (RA 9275), and Solid Waste Management Act (RA 9003), and must have knowledge in environmental monitoring, reporting, waste segregation, and preparation of SMR, CMR, and PCL reports.
Should possess strong communication and coordination skills, be proficient in MS Excel and report preparation, have high attention to detail, be organized and compliance-oriented, and willing to work in both office and field settings.
