Brief Description of the General Function of the Position (Job Summary)

Co-leads the implementation of formulated policies, plans and programs related to procurement, and property management pursuant to government regulations and standards.

Job Duties and Responsibilities

  1. Assists in the overall operations of the Property and Supply Section.
  2. Posts / Advertise RFQs to the PhilGEPS website and sends RFQs to various suppliers, contractors, service providers.
  3. Receives proposals / quotations from various suppliers in reply to the procurement opportunity of the NPDC and evaluates them as to responsiveness to the requirements, computes for the calculated offer, and check the completeness and veracity of the documentary requirements submitted.
  4. Prepares, reviews, and signs Abstract of Quotation and Purchase/ Job Order for successfully awarded PRs/ JORs.
  5. Prepares Purchase Request, PIF and/or Agency Procurement Request for CSE items to be procured on a quarterly basis.
  6. Prepares Procurement Monitoring Report every semester for all procurement activities undertaken by the Property and Supply Section.
  7. Monitors delivery of items and follows-up undelivered items and inform suppliers regarding lacking deliveries or rejected items which need for replacement.
  8. Monitors stock cards versus physical count of supplies, semi-expendable equipment; Stock card versus Supplies Ledger Card; Inventory and Inspection Report of Unserviceable Property Semi-Expendable Property (IIRUP/IIRUSP) versus the actual physical count.
  9. Monitors the scheduled renewal of Property Acknowledgement Receipt/Inventory Custodian Slip (ICS); and maintains the Registry of Semi-expendable equipment Issued.
  10. Prepares Report on Semi-expendable Property Issued.
  11. Prepares lay-out of photographs taken during the actual physical count of unserviceable items with label.
  12. Performs other related task as maybe assigned from time to time.

QUALIFICATION STANDARDS

Education: Bachelor's degree relevant to the job
Experience: 2 years of relevant experience
Training: 8 hours of relevant training
Eligibility: Career Service Professional Eligibility/Second Level Eligibility
