AboitizPower subsidiary Therma Luzon, Inc. (TLI) is the Independent Power Producer-Administrator (IPPA) for the output generation and procurement of fuel requirements of the 1,088 MW coal-fired power plant in Pagbilao, Quezon.
TeaM Energy Corporation (TeaM Energy) operates the facility under a Build-Operate-Transfer scheme.
Established on Isla Grande in Ibabang Polo, the Pagbilao plant comprises two 350 MW units, both of which have been fully operational since August 14, 1996. In 2009, AboitizPower was awarded the IPPA contract.
Alongside the two other units, the power plant also features a third unit with a gross capacity of 420 MW. Inaugurated in 2018, Pagbilao 3 is a joint venture partnership between TeaM Energy and AboitizPower that led to the formation of Pagbilao Energy Corporation (PEC).
