The Talavera General Hospital formerly known as Dr. Paulino J. Garcia Memorial Research and Medical Center Talavera Extension Hospital (Dr. PJGMRMC-TEH) is a level II DOH-retained hospital, was created by virtue of Batas Pambansa 396 dated May 18, 1983, entitled "An Act Establishing an Extension Hospital in the Municipality of Talavera, Province of Nueva Ecija." The said hospital which started to operate in 1985 with a capacity of 10 Beds and 17 personnel was licensed to operate as a Primary Level Hospital by the Department of Health.
By virtue of RA No. 8527, the hospital's bed capacity was increased on February 14 from 10 to 50. According to the aforementioned statute, DPJGMRMC-TEH must submit to the DOH's complete administrative and technical control. The law was put into action to further enhance the provision of health services in the province of Nueva Ecija and to guarantee that people of Talavera, Nueva Ecija and its nearby municipalities receive high-quality, effective, and efficient direct health care services. The Department of Health released AO 2015-0019 on May 2, but it was determined that certain of the order's contents needed to be revised in order to completely execute RA No. 8527's stipulations.
On September 28, 2018, RA No. 11085, titled "An Act Upgrading the Dr. Paulino J.
