Balibago Waterworks System, Inc. is a privately owned company established on May 20, 1958 by the Santos family in order to provide water distribution services for Barangay Balibago in Angeles City and Barangay Dau in the town of Mabalacat. In 1998 a dynamic group of partners led by Michael L Escaler and Cristino L Panlilio purchased BWSI from the Santos family seeing the opportunities and possibilities that lay before the company. Under the guidance of this new management team, BWSI expanded in the last 23 years to serve other areas BWSI has since then been awarded exclusive rights to operate in 71 municipal and private franchises in more than 21 provinces throughout Luzon, Visayas and Mindanao. In 2020 BWSI signed new franchises with the Municipalities of Nasugbu and San Pascual, Batangas, and a new expansion area in Angels City, Pampanga.


The company continues to aggressively expand its business in the Visayas and Mindanao through its subsidiary, South Balibago Resources, Inc. In 2015 SBRI built the longest pipeline in Philippine history, connecting Panglao island to a surface water treatment plant on the main island of Bohol. SBRI has recently built and is operating two 10 MLD water treatment plants in Jaro and Passi, Iloilo using Spanish and Israeli technology. A 1 50 MLD water treatment plant in Mati, Davao, designed and constructed in-house by the company’s engineering department is also now operational. A third 10 MLD Water Treatment Plant is currently nearing the final stage of Development in the Province of Cagayan De Oro SBRI also signed its newest franchise under a Joint Venture Agreement with the Calinog Water District in the Province of Iloilo
