A. HISTORICAL BACKGROUND
The more than 100 years of health care service provision in the province of Nueva Vizcaya and nearby provinces of Ifugao, Isabela, Quirino and Nueva Ecija, has challenged the capability of R2TMC, then VRH, in meeting the increasing demands and changing needs of the people in terms of health care, thus transformation becomes inevitable.
It started as an expanded clinic located in Bayombong, Nueva Vizcaya in 1918 and served as a regimental clinic with Dr. Gabino B. Vinluan, then provincial doctor, as the first clinic chief and was officially was officially named Bayombong Hospital in 1925.
Simultaneous with the increasing capacity to provide health service is the challenge of administrative flexibility from constant renaming to downgrading to renationalization since 1972 until 1995. In April 1, 1995 it was finally named Veterans Regional Hospital (VRH).
One with the national government in providing accessible and cost-efficient health service, VRH went through the first stage of major transformation towards excellent health governance following the enactment of Republic Act No. 11081 on September 28, 2018, increasing increased its bed capacity from 200 to 500 and renaming it to Region II Trauma and Medical Center (R2TMC). The upgrading now demands upgrading of its services, facilities and professional health care systems and manpower complement.
R2TMC is also a Training Hospital that provides residency program for OB-Gyne, Pathology, Family and Community Medicine, Internal Medicine, Pediatrics and Anesthesia. Pending the approval of the Surgery department’s application for accreditation, R2TMC will soon become a base hospital for the newly opened PLT School of Medicine.
B. MANDATE OF THE FACILITY
Geographically, the hospital is situated in the province of Nueva Vizcaya which is 60.21% mountainous characterized by steep to very steep landforms. It is located at the southernmost part of Region II and is often referred to as the gateway to the Cagayan Valley region. It is bounded in the north by Ifugao, in the northeast by Isabela, in the east by Quirino, in the west by Benguet and in the south by Nueva Ecija. R2TMC lies within the web of road networks traversing the said provinces.
With the continuous improvement of the road system, R2TMC became the immediate health care provider for trauma cases primarily due to vehicular accidents. Data shows that surgery census for trauma cases shows that an increase of 30% has been noted from 2014 to 2018.
Looking back, R2TMC has been providing trauma care decades ago. In the 1940s, it served as a regimental hospital in the region. In 1990, when Central and Northern Luzon was struck by an earthquake, R2TMC (then VRH) was the only operational hospital providing trauma care. And In 2017, majority of the victims in the Caranglan Bus Tragedy were managed in the hospital.
R2TMC, as early as 2005, has been mandated to be a Trauma Center and this has been complemented by the recent Philippine Health Facility Development Plan (PHFDP 2017 to 2022).
In line with this, the hospital top management has been prepared to undertake the transformation. Dr. Napoleon A. Obaña has been trained in Haifa, Israel to plan for a trauma center.
In the quest towards health governance excellence, and with the introduction of PGS, the mandate of the hospital is now anchored towards the attainment of its vision of becoming the forefront in trauma care in Region 2 and contribute in the national government's goal of assuring better health outcomes, installing more responsive health systems and more equitable health financing.
