It started its operation on August 2014 covering the provinces of Cagayan, Kalinga and Apayao. Its head office is located at 348 HTC Compound, Zone 5, Melad St., Cataggaman Pardo, Tuguegarao City, Cagayan with centers in Tuguegarao, Gattaran, Camaliniugan and Sanchez Mira.
