Foundation for International Research, Skills, and Training, INC (FIRST) prides itself to have in its network reliable and

First Personnel Services, Inc. is an offshoot of the Foundation’s realization that given the regulatory conditions for
accredited agencies, it could not attend to that part of the entire recruitment process. Therefore, members of the
Board of Trustees encouraged colleagues and friends to invest in what is now First Personnel Services, Inc.
FIRST is aware that First Personnel Services, Inc. is dedicated to the highest level of industries standard in sourcing,
screening, assessing, interviewing, verifying, and preparing quality Filipino candidates for seamless integration into
the workforce of countries that offer opportunities for our Overseas Filipino Workers (OFWs).
With FIRST’s vast network which include training centers, educational institutions and medical and health facilities, it
is duly bound to ensure that only qualified and competent applicants by First Personnel Services, Inc.
The management team at First Foundation consist of top Government Officials, respected Academic Leaders and
seasoned Corporate and Business Leaders, to wit; incumbent Senator and former Executive Secretary of the Republic
of the Philippines Edgardo J. Angara; former Department of Trade and Industry (DTI) and Department of Finance

First Personnel Services, Inc. was registered with the Securities and Exchange Commission of the Republic of the
Philippines on July 08, 2008. It was granted a license to recruit, process and deploy land-based workers by the
Philippine Overseas Employment Administration (POEA) on February 11, 2009.
FIRST believes strongly that proper training and skills enhancement can help the unemployed, underemployed and
the gainfully employed as well not only to become part of the Overseas Manpower goldmine but become one of the
country’s best weapons for progress. This is the reason why it has teamed up with a network of schools,
professionals and training institutions to develop the human resource available now in the country at the same time
establishing relationship with companies and other institutions abroad that can train eventually employ them.
FIRST knows very well that Filipinos are preferred overseas employees because of their knowledge of the English
language and are flexible and willing to perform various skills and tasks aside from the specific job they are assigned
to. The company hopes to utilize the Philippine workforce by equipping Filipino through proper education by way of
