The Department of Health – Treatment and Rehabilitation Center, Tagaytay City is mandated to reintegrate into society individuals who have fallen victims of substance abuse and dependency by providing holistic, equitable, effective and sustainable programs for substance abuse treatment and rehabilitation.
It is a legally constituted entity which was established in 1965.
Under Sec. 34, Art. VII of the Republic 6425 also known as the “Dangerous Drugs Act of 1972”, it is stated that “The existing Treatment and Rehabilitation Center for Drug Dependents at Tagaytay City shall continue to be operated and maintained by the National Bureau of Investigation under the supervision and funding of the Board. In addition thereto, the Board shall encourage and assist in the establishment, operation and maintenance of private centers. The Tagaytay Center shall constitute the nucleus of such centers as may be created, authorized and/or accredited under this Act.”
From the National Bureau of Investigation, this Center was transferred to the Department of Health on April 1, 2005. This was in accordance with Sec. 75, Art. VII of the Comprehensive Dangerous Drugs Act of 2002 (RA 9165) which states that: “The existing treatment and rehabilitation centers for drug dependents operated and maintained by the NBI and the PNP shall be operated, maintained and managed by the DOH in coordination with other concerned agencies. For the purpose of enlarging the network of centers, the Dangerous Drugs Board through the Department of Health (DOH) shall...support the establishment of government-operated regional treatment and rehabilitation centers depending upon the availability of funds. The national government, through its appropriate agencies shall give priority funding for the increase of subsidy to existing government drug rehabilitation centers, and shall establish at least one (1) drug rehabilitation center in each province, depending on the availability of funds.” In line with provisions of RA 9165, Executive Order 273, s. 2004 was issued by President Gloria Macapagal Arroyo. According to Sec. 1 of this order, “The existing government drug treatment and rehabilitation centers (TRC’s), including the PNP TRCs in Bicutan, Iloilo, Albay, Cebu and NBI TRCs in Tagaytay, Cagayan de Oro and Cebu, along with the corresponding logistics (Maintenance Operating and Other Expenses, Personnel Services and equipment) are hereby transferred to the DOH.”
