EXECUTIVE SUMMARY

Caraga Regional Hospital (CRH) is a DOH Retained Level 2 Hospital operating 24/7 serving five provinces such as Province of Agusan del Norte, Province of Agusan del Sur, Province of Surigao del Norte, Province of Surigao del Sur & Province of Dinagat Islands with six cities like (Butuan City – Capital City of the Region), Surigao City, Bislig City, Tandag City, Cabadbaran City, and Bayugan City. The said hospital is located in Surigao City known to be as an Island of City Adventure. It is provided with equipped and trained health professionals with modern hospital equipment embracing state of the art  technology in addressing health challenges amidst pandemic crisis and beyond. It is the end-referral health facility for Covid patients in the region. The said facility is an  ISO 9001:2015 accredited and Performance Government System (PGS) First Stage "Initiation" accredited.  Likewise, the said hospital is also a Philhealth accredited aside from being recognized by the Civil Service Commission on the 2 Pillars, like Recruitment Selection & Placement (RSP) and Performance Management (PM) as far as PRIME-HRM is concerned.  

 CRH shall pursue and assure to implement the health facility based programs such as :

1. People-Centered Health Care Facility;
2. Patient Safety and Infection Prevention and Control Program;
3. Regional Laboratory Network Program;
4. Healthcare Waste Management Program;
5. Integrated Hospital Operations and Management Program; &
6. Continuous Quality Improvement for Healthcare Facility.

Legal Basis / Mandate of the Agency : Republic Act 11472

The 1987 Constitution, Article II, Section 15 declares that “The State shall protect and promote the right to health of the people and instill health consciousness among them. Also, Articles XIII, on Social Justice and Human Rights on Health, declares that it is the responsibility of the State to “adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. There shall be priority for the needs of the under-privileged, sick, elderly, disabled, women, and children. The State shall endeavor to provide free medical care to paupers”
Along this line, the said hospital shall continue addressing the problems on equity and access to critical quality health services. To successfully implement these challenges, CRH will require the following components: enlightened leadership and good hospital governance practices; accurate and timely information and feedbacking on its performance; financing that lessens the impact of hospital expenditures especially among the poorest and the marginalized sector of the region; competent workforce; accessible and effective medical products and technologies; and appropriately delivered essential services.

A. Historical Background

The Caraga Regional Hospital (CRH), originally an emergency hospital when it was established, was converted as the Surigao Provincial Hospital on October 6, 1946 with an authorized capacity of 25 beds. The bed capacity of the hospital was increased to 50 beds on July 1, 1958 and then to 75 beds in 1962 and to 100 beds in 1970. Finally, it was increased to 150 beds in 1975, which is being implemented up to the present. On April 1, 1993 by virtue of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the Surigao Provincial Hospital was devolved to the Local Government of Surigao del Norte and remained with the provincial government until Republic Act 8255was signed into law on February 11, 1997, converting the Surigao Provincial Hospital into Caraga Regional Hospital, under the Department of Health (DOH). And on June 19, 2020, Republic Act No. 11472 was signed into law increasing the bed capacity of Caraga Regional Hospital from one hundred fifty (150) to five hundred (500) beds.

The CRH is currently licensed as level 2 general hospital. Considering its geographical location in the north-eastern Mindanao and the in-referral rate of 22.14% for the last two (2) years (2018-2019) from lower level health facilities, it aims to implement and position itself as a 500 bed level III regional hospital with additional residency training programs in Internal Medicine and/or OB-GYNE serving as a referral hospital for Caraga region and parts of Southern Leyte. To address the increasing health needs of its catchment population, CRH will implement the increase of its bed capacity to five hundred (500) under this Act, with adequate human resource complement, advancement in infrastructure, medical supplies, and modern medical and information technology (IT) equipment consistent with the development plan of the hospital.
For the past years, CRH has received various recognitions for its exemplary contribution to Emergency and Disaster Response and its outstanding performance and participation to the different DOH health programs. In 2017, it gained its first ever accreditation for Family and Community Medicine Residency Training Program, which has now expanded to Family Medicine Practice Based Residency Training Program. In November 2018, CRH received its ISO 9001:2015 Certification from AJA Registrars and has been also been consistently recognized by the DOH as a Red Orchid Hall of Famer as a Tobacco-Free hospital. Most recently, it has passed the Initiation Stage for the Performance Governance System (PGS) awarded last November 2019.
